Labette County commissioners approve routine business, award motor-grader financing and authorize Board of Tax Appeals appeal

The Labette County Board of Commissioners met June 23 in Parsons and approved a slate of routine business, awarded financing for two motor graders and authorized an administrative appeal concerning a local storage business.
Chairman Vincent B. Schibi presided. Commissioners Tom Barrett and Terry Weidert were present; County Counselor Brian K. Johnson and County Clerk Gena Landis were also listed as present. The board opened the meeting at 9:00 a.m. and approved the minutes for June 16 and June 17 on unanimous votes.
The board unanimously authorized the renewal of a Cereal Malt Beverage license for Anthony D. Housley dba Good Luck Bait Shop at 1807 24000 Road in Parsons. Commissioners also adopted an appointment to the Great Plains Development Authority: Resolution No. 2025-30-A appointed Jeff Bohnenblust to Position #2 through Dec. 31, 2026. The record also shows the board approved an appointment of Ty Lewis to Position #3; the agenda heading lists Resolution No. 2025-31-A, but the motion text in the transcript refers to Resolution No. 2025-30-A (the minutes contain this inconsistent numbering).
The board approved two leases for July 1, 2025–June 30, 2026: a lease with LB-CK Juvenile Services for property at 1708 Corning Ave., Parsons, at $800 per month; and a lease with Columbus Telephone Company for 112 E. Maple St., Columbus, at $675 per month. The board also authorized two memorandums of understanding with Spring River Mental Health and Wellness Center (Riverton) to provide juvenile intake and assessment services (quarterly cost $7,271.75; annual not to exceed $29,087.00) and truancy counseling services (quarterly cost $3,891.00; annual not to exceed $15,564.02). Those motions passed unanimously.
Emergency Manager Charles Morse requested vehicle repairs for the Emergency Management truck and was authorized to obtain necessary repairs up to $3,000, according to the record; the transcript notes the authorization but does not record a mover or seconder for that authorization.
At a 10:00 a.m. bid opening the board considered bids for two 2024 Caterpillar 150-15J motor graders. The record lists multiple financing offers and shows the board accepted a financing option from Commercial Bank with a 3.95% rate (six-year option). The minutes record the amount to be financed as $566,000.00, with an annual payment shown as $107,802.74 and a total payment of $646,816.43 under the chosen financing option.
The board unanimously approved accounts payable checks numbered 37682 through 37776 totaling $243,708.80 and authorized a transfer of $23,517.00 from the County General fund to account 001-008-3912 (Reimbursement Grants).
In executive-session business, the board met in a closed, attorney-client consultation with County Counselor Brian K. Johnson for about ten minutes and reconvened at 11:24 a.m. Later the commissioners voted 2-1 to authorize an appeal to the Board of Tax Appeals (BOTA) regarding Midwest Storage in Parsons; Commissioners Tom Barrett and Terry Weidert voted to authorize the appeal, and Chairman Vincent B. Schibi voted no.
