Labette County commissioners approve postage machine purchase, accept paper quote, reappoint member and hold executive sessions

The Labette County Board of Commissioners on May 19, 2025 approved several routine procurement and personnel items and heard from the Juvenile Justice Administration about a state budget cut.
Chairman Vincent B. Schibi called the meeting to order at 9:00 a.m. with Commissioners Tom Barrett and Terry Weidert present. Commissioner Tom Barrett moved to approve the minutes of May 12, 2025; Terry Weidert seconded and the motion passed unanimously.
The board approved the purchase of a Mail Center 2000 Pitney Bowes postage machine for $16,510.50, to be paid from the Register of Deeds Tech Fund. Commissioner Terry Weidert made the motion and Tom Barrett seconded; the vote was recorded as Barrett Yes, Weidert Yes, Schibi Yes.
JJA Director Gina Dolechek told commissioners her department’s 2026 budget had been cut by $28,000 by the State of Kansas. To avoid laying off an employee she said she plans to reduce the health‑insurance contribution to $600 per employee and move a rent payment from the JJA budget to the Emergency Management budget; she said she will return at the next meeting to finalize those changes.
The board authorized Public Works employees to mow the City of Bartlett lagoons outside normal working hours using county equipment, with the City of Bartlett responsible for fuel, equipment maintenance and employee workers’ compensation. That motion was made by Terry Weidert and seconded by Tom Barrett and passed unanimously.
After reviewing vendor quotes for a pallet (40 boxes) of copy paper, commissioners accepted McCarty’s quote of $46.75 per box (total $1,870.00). The action followed a motion by Terry Weidert and a second by Tom Barrett; the vote was Barrett Yes, Weidert Yes, Schibi Yes.
On appointments, Commissioner Tom Barrett moved to reappoint Commissioner Terry Weidert to the Southeast KANSASWORKS Chief Elected Official Board; Weidert seconded. The motion passed with Barrett Yes, Weidert Yes and Schibi recorded an abstention. The board also authorized Chairman Schibi to sign a Neighborhood Revitalization Plan application for James Metcalf after a motion by Terry Weidert and a second by Tom Barrett; that motion passed unanimously.
The board held two separate 15‑minute executive sessions for consultation with the county counselor under attorney‑client privilege. County Counselor Brian K. Johnson and County Clerk Gena Landis were present for both sessions; the first reconvened at 10:47 a.m. and the second at 11:02 a.m.
There being no further business, the meeting adjourned at 11:45 a.m. The board’s next regular meeting is scheduled for 9:00 a.m. Tuesday, May 27, 2025.
