Laconia council approves wage-and-compensation changes, consolidating HR and finance roles

The Laconia City Council on Jan. 26 approved a set of amendments to the City’s Wage and Compensation Plan that restructure several personnel classifications and are estimated to decrease labor costs by $30,000.
City Manager Kirk Beattie submitted the package, which proposes eliminating the HR Administrator position (grade 18); combining the Assistant Finance Director role with HR Administrator duties (Assistant Finance Director/HR Administrator); adding a Finance Clerk II (grade 16H); and reclassifying the Payroll/Personnel Assistant to Payroll/Benefit Specialist and moving that position from grade 12H to 15H. The staff recommendation stated the amendments will automatically take effect unless a majority of the City Council vetoes them within 30 days of Jan. 26, 2026.
Councilor Conant moved to approve the amendments; Councilor Bogert seconded. The motion passed unanimously, 6-0. According to the meeting record, staff estimated a net fiscal impact of a $30,000 decrease to the budget; the City Manager recommended approval.
The Council did not record extended discussion or public comment on the item during the meeting. The amendments were announced as taking effect Feb. 26, 2026 unless vetoed by the Council, and the City Manager was authorized to implement the changes as appropriate.
