Fredonia approves annual intermunicipal ordinance‑enforcement agreement with Town of Fredonia

The Village of Fredonia approved an annual intermunicipal agreement to provide municipal ordinance‑enforcement services to the Town of Fredonia after a presentation by Administrator Jenkins and Marshal Marshall Leete.

Administrator Jenkins said the town does not have a code enforcement officer and requested access to the village's marshal services. Jenkins explained the agreement structure and the cost breakdown, saying the village calculates deputy hourly cost by adding wages, clothing and fringe, plus mileage and an administrative fee; the transcript shows a total contract estimate of about $1,771 annually and a monthly breakdown around $147. Marshal Marshall Leete said the workload estimates — roughly five or six violations per year — are low and that, under the agreement, the marshal's office would not perform investigative duties but would act as the access point for municipal court. Trustees raised concerns about invisible or unbudgeted costs (support, administrative overhead, potential burnout and impacts on current village coverage), whether fines and forfeitures would offset invoices and whether the village must formally adopt the town's ordinance codes. Administrator Jenkins and Marshall Leete said the agreement would be billed monthly to the town and that the town would be required to join the Mid‑Moraine Municipal Court; any excess fine revenue after reimbursement would be returned to the town according to the agreement outline.
