Administrator Jenkins summarized the recommended 2026 scope, saying, "In 2026, you would see $640,000, worth of borrowed projects." He listed borrowed items including a mini excavator, a case loader with plow wing, a brush chipper and the reconstruction of Washington Avenue; Jenkins said the village also provided a two‑year outlook to show borrowing scope and noted that cash‑on‑hand purchases include crosswalk installation, a replacement brine tank, a zero‑turn mower, a UTV with cab and plow, municipal parking‑lot reconstruction and $110,000 for glass storage maintenance. Trustees asked whether continued borrowing would pressure the mill rate. Jenkins said recent payoff of a state trust fund loan and planned payments made the proposed borrowing manageable and that the finance committee reviewed and recommended the plan.
After discussion a trustee moved to approve the 2026 CIP and the motion passed by voice vote. The approved scope is limited to the 2026 projects presented; Jenkins noted larger 2027 items (wastewater treatment plant optimization) would return for later review.
