Committee recommends village marshal contract to provide code enforcement for the town of Fredonia

The public safety committee voted July 10 to recommend that the village board approve a draft intermunicipal agreement under which the village marshal's office would perform municipal code enforcement for the town of Fredonia on a case‑by‑case, reimbursable basis.

Staff presented a packet that included a cost breakdown and told the committee the arrangement is not intended as a revenue source for the village but as reimbursement for service. "We developed a cost per deputy," the staff member said, explaining the packet uses part‑time deputy wage, clothing and small benefits to derive an hourly rate and an estimated number of hours the town would need.

The draft also requires the town to join the Mid Moraine Municipal Court so tickets issued under the agreement can be processed there; staff said any revenue beyond the village's costs would be returned to the township. The committee discussed the proposal and asked staff to confirm the cost table and court‑joining requirements before it goes to the village board.

A committee member moved to recommend the agreement; the motion was seconded and carried by voice vote. Staff said, if the committee gives a "green light," the village board would consider the draft next and the arrangement likely would not begin until the court's sign‑up period in the fall.

The packet and the committee discussion flagged a few administrative details for follow up: confirming the per‑call cost estimate in the draft contract, the mechanics of sending tickets to Mid Moraine Municipal Court, and the timetable for the court sign‑up. Staff said they will return to the village board with the final draft and cost clarifications. The committee took no further formal action beyond the recommendation.

The recommendation will next appear on a village board agenda for consideration; staff estimated implementation would start later in the year if both governing bodies approve the agreement.
