Officials flag multiple statewide transit studies, with deadlines this fall and winter

The Department of Rail and Public Transportation (DRPT) will conduct a statewide review of transit-oriented development opportunities at current and planned rail and transit stations and report to the governor and General Assembly by Dec. 15, the presenter said. The study will involve the Department of Housing and Community Development (DHCD) to capture housing-related federal funding opportunities.
DRPT was also asked to study the feasibility of consolidating four local bus systems into a regional bus system; the presenter explicitly mentioned DASH (Alexandria), Arlington (ART), Fairfax City, and others and said that report is due Dec. 15 to the chairs of the House and Senate transportation and appropriations committees.
The Office of Intermodal Planning and Investment (OIPI) was tasked with examining revenue options from commercial private parking spaces (either a percentage of parking charges or a per-space fee) to determine if it could generate a revenue source; that report is due Nov. 15. The presenter said several implementation details — including whether charges would be paid by property owners or vehicle users — are not specified in the current language and will be addressed in the study.
Finally, a reciprocity study on ticketing and vehicle registration between Virginia, Maryland and the District of Columbia was directed to state agencies with a Nov. 1 reporting date to transportation and appropriations committees.
The presenter noted linkages among these studies, USDOT Build America planning funds, and ongoing local planning and asked members to follow opportunities for public comment. The committee did not take formal action on any of these items during this meeting.
