Annexation: The board approved Bill 2026-23 to annex property on Ferdinand Street into the city and set zoning at R-3; the administrator said annexation would allow city inspectors to regulate construction, bring tax revenue into the city, and follow prior precedent. Bill 2026-23 was enacted as Ordinance 22-73.
Autumn Leaf resubdivision: The board approved Bill 2026-24 to finalize the Autumn Leaf Apartments resubdivision. The administrator said the final plat matched the previously approved preliminary plat and that planning and zoning review was not required again. Bill 2026-24 became Ordinance 22-74.
School resource officer agreement: The board approved an intergovernmental cooperation agreement with the St. Clair R-13 School District (Bill 2026-25) to provide a resource officer during summer school and certain school events. Under the current agreement the district will be responsible for all overtime costs; the administrator said the city may revisit contract terms in the future. Bill 2026-25 became Ordinance 22-75.
Adult entertainment ordinance cleanup: The board approved Bill 2026-26 to revoke certain local code sections that required the city to perform background checks duplicative of state checks for adult entertainment business licensing; the administrator described the change as removing redundancy and avoiding delays in licensing. Bill 2026-26 became Ordinance 22-76.
Other business: The building department reported executing an emergency condemnation on July 1 of a rental property for serious health and sanitary violations; tenants vacated immediately, owners committed to remediate, and tenants were granted access this week (9 a.m.-3 p.m. through Friday) to retrieve belongings. Administrator reported a successful FreedomFest with estimated peak attendance of roughly 600'—175 by car count.
All listed ordinances were introduced, read for first and second reading by title, moved, seconded, and approved by roll call during the meeting. The board scheduled its next regular meeting for Monday, July 20 at 7 p.m. and then adjourned.
