The Atlantic Beach Town Council on Jan. 22 approved a consent agenda of routine financial and administrative items and separately approved two resolutions: an interlocal cooperation agreement with Carteret County for GIS services and a resolution opposing a proposed increase to homeowners' insurance rates by the NC Rate Bureau.
Consent agenda items approved included the finance report; Budget Amendments #13 and #14 (including a fee schedule change for payment in lieu of sidewalk construction); authorization to write off $3,770.08 in delinquent utility accounts; approval to proceed with a ProGreen Turf & Landscape contract for $11,205.30 to build the New Bern Avenue beach access retaining wall (funded by an earlier budget amendment); acceptance of a proposal for disaster debris and emergency pumping services contract preparation with Johnson Environmental; appointment of Harry Archer, III to the Dredging Committee; and approval of termination of encroachment license rights at two Shore Drive street ends.
Town Manager John O'Daniel described the GIS agreement as an hourly service option the town can use for large projects (for example, mapping water lines). Councilmember Renea Baker moved to ratify and approve the interlocal agreement; Councilmember Joseph Starling seconded. The resolution opposing the NC Rate Bureau increase was moved by Mayor Pro Tem Austin Waters and seconded by Councilmember Harry Archer. All motions passed unanimously, 5‑0.
Council also approved minutes from prior meetings and asked staff to follow up on dredging/renourishment project status outside the meeting. The meeting adjourned at 6:30 p.m.
