At the Feb. 12 meeting, the Town of Hillsborough Water & Sewer Commissioners reviewed and authorized four Engineering Services Request (ESR) authorizations for Underwood Engineers: ESR 55 (GIS Technical Assistance) $6,000; ESR 56 (2026 OSRAM IUP Assistance) $6,500; ESR 57 (Collection System O&M Annual Reporting Assistance) $4,800; and ESR 58 (2026 NPDES Permit Technical & Compliance Assistance) $5,000. The combined total for the four authorizations is $22,300.
Commissioners also reviewed and finalized the water‑rate increase notice to be included with the February bill. The Commission then reviewed and authorized accounts payable vouchers and billing warrants: 2025 AP Voucher #3A (Water $12,968.00; Sewer $409,039.33), 2026 AP Voucher #3 (Water $13,361.38; Sewer $31,559.62), 2026 first‑issue billing warrants (Water H $225,734.57; Water D $2,208.12; Sewer $331,421.61), and a 2026 lien warrant of $225,050.42 (listed as $7,842.09 higher than last year). Timecards were approved.
The meeting closed when Commissioner Dave Lewis moved to adjourn and Commissioner Dana Clow seconded; the minutes record that all voted in favor and the meeting adjourned at 8:45 p.m. The minutes do not record roll‑call votes for the authorizations and approvals beyond the adjournment motion.
