Atlantic Beach officials unanimously adopted a revised re‑entry pass program on Jan. 22 intended to improve public safety and access control following disasters.
Town Manager John O'Daniel said the town has issued or sold more than 16,100 passes since the program began in 2009, even though there are fewer than 6,000 properties. To maintain public safety after a disaster, staff proposed issuing an all‑new set of passes (including a new pass color) and changing distribution rules: property owners would receive two free passes and businesses one free pass, with additional passes available for purchase at $25 each. Councilmember Joseph Starling moved to adopt the program; Mayor Pro Tem Austin Waters seconded the motion, which passed unanimously, 5‑0.
Staff said the new system is intended to separate re‑entry privileges from the town’s free/reduced parking designations and to simplify enforcement after storms or other emergency incidents. The council did not set an immediate implementation date beyond instructing staff to begin the new issuance process once approved.
