Town Manager John O'Daniel told the council the amendment was initiated by staff to ensure dunes are properly protected, a need made more evident after a recent dune fire staff said began when someone set off fireworks. The ordinance revises Chapter 5 (Beach and Shore Regulations), updating definitions, adding protective language for dunes, clarifying a prohibition on glass containers, adjusting vehicular and camping rules, and amending related offense provisions in Chapter 12.
Councilmember Joey Dean moved approval; Councilmember Renea Baker seconded. The motion carried 5‑0.
Attorney Derek Taylor reviewed the amendment prior to the vote and staff confirmed the town will implement the updated enforcement provisions once the ordinance is in effect. The action follows staff’s goal of reducing fire and erosion risks on the beach strand.
