Belgrade schedules July 28 special town meeting to cover $35,209 six-month overdrafts

The Belgrade Select Board voted on July 7 to schedule a special town meeting for Tuesday, July 28, at 6:30 p.m. to address budget overdrafts from the town's most recent six-month accounting period.
Town manager Mary (speaker 4) outlined the problem and the recommended remedy: "The warrant article will ask the town to authorize the board of selectpersons to transfer and appropriate from the undesignated fund balance an amount up to $35,209.25 to cover budget overdrafts from the six-month budget," she said. Manager Mary told the board the current undesignated-fund balance is about $2,000,995.
The meeting will present two articles: elect a moderator and the transfer/appropriation article. The select board voted to post the warrant and set the special meeting date; the motion to schedule the meeting passed with a recorded vote of 4 yeses and 1 absent.
Board members asked for clear handouts for voters explaining the amounts by line item, and one member suggested separating the legal/attorney-related portion from other overdrafts to make the ballot explanation transparent. The town manager said she had prepared a warrant and explanatory materials for the special meeting and that the town would present details at the meeting.
The transfer request is intended to reconcile the six-month budget prior to tax commitments and to cover overdrafts in specific reserve accounts, notably the planning-board reserve. The board authorized staff to proceed with legal posting requirements and public notice for the July 28 special town meeting.
