Appling County OKs GDOT-funded rail crossing installations, rebids litter pickup and approves aquatic center purchases

At its Oct. 4, 2022 meeting, the Appling County Board of Commissioners approved a package of operational items including two GDOT-funded railroad warning-device installations, a rebid of the litter pickup contract for county roads only, an appointment to the DFCS Board and town-level recreation and road updates.
Interim County Manager Mike Deal said the Georgia Department of Transportation will fund 100% of two railroad warning-device installations: CR 36/Buckhead Road (USDOT Crossing ID 729032Y; GDOT PI No. 0018371), estimated at $351,197, and CS 86/Cleland Lane (USDOT Crossing ID 729036B; GDOT PI No. 0017676), estimated at $269,971. Deal said the start date is determined by the railroad and was not provided.
Commissioner Daryl Edwards moved to re-bid the county’s litter pickup work limited to county roads only; Commissioner Doug Harris seconded and the motion carried unanimously.
Commissioner Theodore Wilkerson moved to appoint Mr. Carlos Rooks to the Department of Family and Children Services board to fill the remainder of Ferleria Futch’s term, which expires June 30, 2023; Commissioner Charlie Leggett seconded and the motion carried unanimously.
On recreation matters, Interim Recreation Director John "Tim" McGuirt reported fall sports and a recent 14-team softball tournament. McGuirt said the new aquatic center has been plastered, systems are being commissioned, and staff have met with the State Health Inspector. He listed additional items not included in the original contract that total $66,796.20; the board approved that purchase. McGuirt also reported projected annual chemical costs for the facility at approximately $21,289, which he said should be included in the operating budget.
Public Works Director Brooks Johnson reported road work progress, said the Pat Lewis Road project should be complete next week, that Dunn’s Lake boat ramp work is progressing with the Department of Natural Resources to return next week, that a third of that work is being done in-house, and that the county has two trimming machines operating on north and south sides of the county. He noted resurfacing is ongoing and that Craven Road requires patching for rock issues before paving.
There was no executive session. Chairman Mike Shumans closed the meeting.
