Labette County commissioners appoint Melody Kikkert as appraiser in 2-1 vote; approve culvert purchases and holiday overtime

Chairman Vincent B. Schibi called the Labette County Board of Commissioners to order at 9:00 a.m. Tuesday. Commissioners Tom Barrett and Terry Weidert joined Schibi; County Counselor Brian K. Johnson and County Clerk Gena Landis were also present.
Commissioner Terry Weidert moved to approve the minutes of the May 19, 2025 meeting; Commissioner Tom Barrett seconded and the motion passed unanimously. The board then approved purchases of culvert pipe from Welborn Sales of Salina, Kansas, for $28,346.48 and from J & J Drainage Products of Hutchinson, Kansas, for $126,191.10. Commissioners said the pipe purchases will be paid from Special Bridge Fund Number 140. The motion to authorize both purchases was made by Commissioner Terry Weidert and passed on a unanimous vote.
The board adopted Resolution 2025-27-A, authorizing county pay at time-and-a-half for employees who are required to work on county-recognized holidays. Chairman Vincent B. Schibi moved the resolution; it passed on a unanimous vote. The board clarified that employees who qualify for regular eight hours (or part-time four hours) of holiday pay under the Employee Handbook will receive that pay as well.
Vice-Chairman Terry Weidert moved to approve accounts payable checks numbered 37451 through 37549 totaling $188,656.50; Commissioner Tom Barrett seconded and the motion carried unanimously.
In the meeting's most closely divided action, Commissioner Terry Weidert moved to appoint Melody Kikkert as Labette County Appraiser for the term July 1, 2025'June 30, 2029, and commissioners set the appraiser's salary at $90,000 annually. Commissioner Tom Barrett seconded the motion. The appointment passed 2-1: Barrett and Weidert voted yes; Chairman Schibi voted no. The resolution is recorded as Resolution 2025-28-A.
Other business included a discussion of motor issues with Motorgrader M19 by Public Works Director Sandy Krider and Assistant Public Works Director Ralph George; Krider said she will gather cost estimates for new graders and return with options at a future meeting.
