Plan commission favors through-street layout for Newton Street subdivision; engineering and detention still to be resolved

The Winfield Plan Commission discussed two preliminary layouts for a roughly 6-acre Newton Street infill parcel and signaled a preference for a through-street alignment with provisions for future extension rather than a permanent cul-de-sac.

Doug Redick of engineering firm DVG, representing the landowner Ali Afrazz, presented two concepts: a straight-through street with 10 lots and an alternate cul-de-sac plan that would also yield 10 lots. Redick said both alternatives meet R-2 setbacks and square-footage, but noted the cul-de-sac option would exceed the town's 300-foot length limit and therefore would require a waiver.

Commissioners prioritized connectivity and the ability for future development to extend the road. Staff and commissioners discussed using a temporary hammerhead or a cul-de-sac-shaped stub that could be removed later when neighboring parcels develop. "Bottom line is 10 lots either way," Redick said, adding that the applicant can work with engineering to reduce lot widths slightly if necessary to meet detention-volume requirements.

On stormwater, Redick said the design will likely need two small basins to satisfy volume requirements. Commissioners recommended locating detention in out-lots with landscaping and suggested a smaller cul-de-sac radius (about 40-50 feet) or roll curbs to make future removal easier. No formal vote was taken; the commission provided feedback and directed the applicant to proceed with engineering and the waiver discussion as needed.

The commission asked staff and the applicant to return with engineering details and any formal waiver requests as the design advances.
