Mayor: Pine Lake dam project progressing, but residents raise concerns about visible inactivity

Mayor Jeff Winecoff told the Boiling Spring Lakes City Board of Commissioners on June 18 that the Pine Lake dam project is progressing and that the city has received a preliminary engineering drawing for a proposed shopping-center site.
Winecoff said the dam is projected to be completed by the end of the year and that, weather permitting, the schedule could put the work roughly six months ahead of where it would otherwise be despite a prior 10-month extension tied to “PTC#8.”
During public comment, resident Barbra Glidden said she was concerned about what she described as inactivity and idle workers at the dam site. City Manager Gordon Hargrove responded that visible demolition and construction work are delayed because internal planning documents still must be approved, and that a “problematic change order is being withheld until progress is made.”
Hargrove also reported that all projects tied to the TCA recovery effort have been obligated by FEMA and that the city’s stormwater team, led by Storm Water Engineer Jim Stachura, is moving forward with bids for road repairs and culvert work; he said a pre-bid meeting went well and bids are expected soon.
The city noted a recent staffing and contracting change: Withers and Ravenel has been added to assist as a secondary engineering team on related projects. Clerk Tanya Shannon confirmed updated drone images of the dam work have been uploaded to the city website.
Next steps outlined at the meeting included the expected solicitation of bids for roads and culverts related to recovery work and continued coordination between city staff and the incoming city manager to keep projects on schedule.
