Hebron council adopts emergency budget adjustment and surplus-property sale; creates full-time zoning coordinator

Hebron — The Village of Hebron Council on Monday approved several items on unanimous roll-call votes, including an emergency amendment to the 2026 appropriations and an ordinance declaring certain municipal property surplus and authorizing its sale without competitive bid.

Council took the votes on Ordinance 08-26 (an amendment to annual appropriations for the fiscal year ending Dec. 31, 2026) and Ordinance 09-26 (declaring property surplus and authorizing sale under Ohio Revised Code procedures). Both ordinances were presented as third readings and passed on recorded votes of 6–0.

Council also adopted Resolution 26-09, creating a full-time zoning coordinator position and declaring an emergency so the position could be posted promptly. Director Meissner described the role as focused on “zoning, code enforcement,” and added that staff responsibilities were being redistributed so the change would not increase overall headcount. Meissner said the new position will add GIS and stormwater administration responsibilities and that the village intends to post the job and begin interviews quickly.

The council waived additional readings where appropriate and approved the measures on roll call. No public comments were recorded in the meeting room during the agenda items.

The council’s actions mean the village will proceed with posting the zoning coordinator position and implementing the approved appropriations adjustments; staff and council indicated the next steps will be posting the job and starting recruitment.
