Ken (Planner/staff) said the city issued an RFP earlier in the spring; the foundation was the only respondent and scored 88 out of 100 on the city's review criteria. The agreement requires the foundation to produce a schedule by April 30, 2027, track bookings for public access and maintain liability insurance for events.
Ken said the agreement covers only 2027 and that future years would require new discussions and a new agreement. Council members asked about potential future budget implications, whether the group might charge fees for certain events, and staff time needed to administer bookings. Ken said the agreement allows exceptions (for example, a ticketed event with liquor could be approved separately and could include a fee to offset costs), but that the foundation plans no fees for the 2027 season.
The council voted 4-0 to approve the POPS programming agreement for the 2027 year. Staff will monitor bookings and insurance and return to council for future-year arrangements if compensation or staffing is proposed.
