King and Queen Electoral Board reviews audit results, training and budget planning

The King and Queen County Electoral Board met on Dec. 16, 2025, and unanimously approved the minutes of its Nov. 12 meeting before reviewing upcoming training, audit results and budget planning.
Kristy Creech, the general registrar, reviewed training opportunities through the Virginia Electoral Board Association (VEBA), including the VEBA 51st Annual Conference March 23–25, 2026, at The Omni Homestead Resort in Hot Springs and a VEBA “Boot Camp” session Feb. 7, 2026 in Milford. Creech reminded members that, “Pursuant to §24.2-106(D) of the Code of Virginia, each member of the Electoral Board shall attend an annual training program provided by the State Board during the first year of appointment, and the first year of any subsequent reappointment.”
Creech summarized the statewide Risk-Limiting Audit (RLA) of the Nov. 4, 2025 House of Delegates election in District 92, quoting a VEBA statement that the audit “proved what we already knew—our equipment and processes work as they should.” She also reiterated ongoing statewide concerns about late-arriving mailed ballots handled by the U.S. Postal Service and reviewed information about Election Systems & Software (ES&S) scanner failures reported on Election Day in Albemarle County. The transcript did not indicate any ES&S failures within King and Queen County.
Creech told the board that Stuart Swilley has been reappointed to a three-year term on the King and Queen County Electoral Board. She reported the county’s post-election survey for the Nov. 4 election has been completed, though no survey particulars were provided in the meeting record.
The board received the FY2026–27 budget packet and discussed preliminary plans. Creech said the board would review budget details at its Jan. 13, 2026 meeting in advance of the King and Queen County Board of Supervisors’ budget workshop on Feb. 16, 2026 and the Electoral Board’s formal budget presentation to the Board of Supervisors on Feb. 23, 2026.
The meeting was called to order by Vice Chair Linda Culbreth at 9:22 a.m. and adjourned at 10:42 a.m. The next Electoral Board meeting is scheduled for Tuesday, Jan. 13, 2026.
