Bottineau council adopts 2025 budget, approves street-project change order and multiple measures

At its Sept. 3 meeting the Bottineau City Council adopted the 2025 budget on final reading and approved a change order for the 2024 Street Project, authorized lagoon treatment work, moved to advertise two city-owned parcels for sale, and advanced two rezoning requests.
The Bottineau City Council on Sept. 3 adopted the city’s 2025 budget on final reading and approved several administrative and infrastructure actions.
Council Member Marsden moved and Council Member Fix seconded the motion to adopt the 2025 budget; on roll call all council members present voted yes and the motion carried. The council also approved a change order for the 2024 Street Project that adds fence and mailbox resets, additional milling and work on Simrall Boulevard near the school; that motion was made by Marsden and seconded by Stewart and carried on a unanimous roll call. City officials said paving for the project will begin toward the end of September.
In finance business, Mortensen moved and Lauckner seconded to begin lagoon sludge treatment with Team Labs immediately; the motion carried unanimously. The council discussed, but again tabled, a previously considered purchase of lot 24 of the Preserve to address drainage issues after owner Rick Sutherland said he wants to sell the parcel; Getzlaff moved to table and Mehlhoff seconded. Council also voted to advertise two city-owned parcels in Block 9 of the Original Townsite for sale with a minimum bid of $1,600 (W 10' of lots 1–3 and E 10' of lots 23–24), a motion made by Marsden and seconded by Getzlaff.
On planning matters, the council approved a rezoning from B‑1 to B‑2 for Jesse Motl (the former Cenex building) after a motion by Stewart, seconded by Fix. Separately, the council approved on first reading a rezoning request from State Bank of Bottineau for 1021 Main Street (Lots 27–28, Block 46) from R‑1 & R‑2 to B‑2 and set a protest date of Oct. 7; that motion was moved by Mehlhoff and seconded by Lauckner.
The council also authorized staff to apply for a second round of grants to assist with a new water meter system through Burian & Associates; Marsden moved to apply for the second round and Getzlaff seconded, with unanimous roll-call approval. Earlier in the meeting Superintendent Schwalbe said the city has applied for an initial grant and will know in November if it is awarded.
The meeting included routine items such as approval of the bills list (Stewart moved; Mehlhoff seconded) and a police report noting Officer Ann will review city ordinances and monthly reports will be provided to the office. The meeting adjourned at 9:00 p.m.
