Board approves no-fee pilot for 2025 summer opportunities program, trims shuttle service

The Hamilton School District board approved recommendations to restructure the 2025 Summer Opportunities program, eliminate resident family registration fees for the coming year and suspend district-provided shuttle buses.
Staff described a three-site model (Marcy for 4K–1, SSI for grades 2–4, and the high school for grades 5–12), an invitation-only reading intervention aligned to new reading-plan requirements and reductions in duplicate low-enrollment classes. District staff said that by eliminating small duplicate sections and relying on existing materials and alternative funding where possible, the program can be offered without charging resident families this summer.
"We've found that other nearby districts do not charge fees; it reduces paperwork and soft costs," a program presenter said, noting the district estimates supply costs and administrative processing would be lower in a no-fee model. The board also discussed state rules limiting what districts may charge (consumables only), and staff confirmed any consumable or specific project fees would be handled according to those restrictions.
Because of multiple construction projects and lower bus utilization at shuttle stops in prior years, staff recommended suspending district-provided shuttle buses this summer; the village and private vendors may continue to provide paid shuttle options for families that want them. Board members asked staff to track program rosters and per-student cost breakdowns to evaluate whether the no-fee model actually reduces district costs.
A motion to approve the summer program recommendations, including eliminating resident fees for 2025, passed on voice vote.
Staff will publish the course catalog and final schedules in late May to early June and provide a post-summer financial recap for the board in September.
