Paradise Township Sewer Authority: Letter of intent expanded as talks with York Water continue over wastewater plant

The Paradise Township Sewer Authority was told on April 6 that talks with York Water over a possible transaction involving the township's wastewater treatment plant remain in negotiation and that a Letter of Intent has been expanded to include the township as a party.
Solicitor Susan P. Peipher of Appel Yost LLP said she, Chairman Brian Groff and Kaitlyn Jones met with the township solicitor, two supervisors and the township manager on March 31 to review York Water's proposal. Peipher said she provided comments on the draft Letter of Intent to York Water's counsel and planned further discussions with that counsel on April 7. "This is still the negotiation phase," she told the board, adding that any finalization would have to take place at a public meeting.
Chairman Brian Groff also announced that the board held two executive sessions with legal counsel (March 31 and April 6) to discuss the potential sale of the wastewater treatment plant. Board members and staff present for the April 6 meeting included Groff, Bryan Stoltzfus, J.B. Stoltzfus, Dave Bowman, Kaitlyn Jones, solicitor Susan P. Peipher, engineers from Rettew Associates, and Supervisor Bob Devonshire.
The solicitor's remarks and the prior executive sessions indicate the board is in a preliminary negotiation phase; the Authority did not vote on any sale-related action at the April 6 public meeting. The board said it will return the matter for further discussion at a public meeting once draft terms are more developed.
