Tioga approves $1.14 million payment for NE Reconstruction, advances community center work

The Tioga City Commission on Aug. 19 approved a $1,140,277.08 contractor payment for NE Reconstruction Phase II and a $593,010 payment to FCI Constructors for community center construction, and accepted engineering amendments and project scheduling updates including an Oct. 1 substantial-completion target for the dam recreation trail.
Josh Reiner, an engineer with Moore Engineering, told the Tioga City Commission on Aug. 19 that work on NE Reconstruction Phase II is underway and that substantial completion of the Tioga Dam Recreation Trail is expected by Oct. 1. Reiner said excess excavated dirt could be used to build berms at the shooting range and that he will seek pricing for crushed concrete and present a construction-engineering amendment for approval.
The commission approved an engineering amendment for construction engineering services and, on a motion by Commissioner Jaden Iverson, approved Contractor's Application for Payment #2 for the NE Reconstruction in the amount of $1,140,277.08 (roll call: Ayes — Iverson, Sandberg, Dye). Reiner also sought authorization to proceed with contractor coordination and potential change orders related to crushed-concrete pricing.
Burton Youngs, representing EAPC, updated commissioners on the community center framing, foundation and footing work and presented Contractor's Application for Payment #1 for FCI Constructors Inc. for $593,010.00. Commissioner Jessica Sandberg moved to approve that payment; Iverson seconded and the roll call recorded Ayes: Iverson, Sandberg, Dye.
City Commission President Brett Rieniets noted he saw no objection to allowing the contractor to reuse excess material for berm building and directed staff and the engineer to continue coordination. No additional public motions altered the construction scope at the meeting.
What happens next: The commission will receive further pricing and any proposed change orders from Moore Engineering; the dam-trail schedule anticipates substantial completion by Oct. 1, 2024, per Reiner's update.
