Hopkinsville City Council on July 7 approved municipal order 30, adopting guidelines for an opioid trust fund grant program intended to support treatment and recovery programs. Council members discussed the program's anticipated January 2027 start date, who should review applications, and whether existing community review processes (such as Hoptown Helps) should be used to increase public participation.
A council member noted the guidelines attached to the municipal order reference an anticipated start date. "Anticipated start date is January 2027," a council member said during the discussion. Council also debated whether applications should be reviewed by the full council or by an internal review committee; the mayor said the council would oversee the process but that it could be referred to an existing committee for detailed review.
Council approved the guidelines as presented but several members urged additional review of fine points (including the maximum award per applicant and the review process). One council member suggested approving the guidelines to begin the application process and returning the entire municipal order to the Committee of the Whole for amendments. "We just need something in place to get the application process started," another council member said, arguing the council could amend award ceilings later through a subsequent municipal order.
Council voted to send discussion of the implementation details to the Committee of the Whole so members and staff could determine award amounts, who will implement the program, and whether to partner with Christian County. The guidelines themselves remain approved and will allow the city to begin accepting applications when the program opens.
The municipal order sets policy-level expectations about equitable consideration of applications, subject to available opioid trust fund budget allocations and future council approval of any award amounts or program changes.
