Council approves variance for storage building; container on private property allowed temporarily

The Planning Commission reported two zoning matters to the Bottineau City Council.
Rick Moum requested a variance for lots 24–25, Block 41 Whites 1st Addition (1025 Ohmer St.). The property is zoned B‑2 but Moum said setback requirements create a hardship for the storage building he proposed; the commission recommended allowing Moum to use B‑2 setbacks for the structure. Marsden moved to approve the variance, Fix seconded, and the motion carried.
The commission also reported that Eric Herbel placed a storage or shipping container on property used for a driving range without obtaining a building permit. Containers are permitted only in M districts; the property is zoned B‑2. According to the minutes, Mayor Perry Schoenborn had Herbel sign an agreement allowing the container to remain for one year, after which it must be moved. The commission noted it does not recommend granting a variance to keep the container permanently because that could set a precedent.
No fines or additional enforcement actions were recorded in the minutes from the Aug. 5 meeting; the council accepted the commission’s recommendations and moved the matters forward.
