The Houston Planning Commission voted to grant a variance and approve the Fulton Station Apartments plat after staff recommended the project subject to standard conditions.
Araceli Rodriguez presented Item 108, explaining the applicant requests a canopy encroachment along Amundsen Street for a proposed five‑story multifamily building with ground‑level parking. Rodriguez said staff supports the variance and that the project will meet transit‑oriented development (TOD) standards along Fulton Street while providing pedestrian improvements, street trees, and a minimum 21‑foot pedestrian zone.
Joseph Bramante of TriAcc Real Estate Partners introduced the project and told commissioners that the developer had met neighbors and revised designs to address concerns. "We've been working on this development for several years," Bramante said, and described meetings with neighbors to address parking and privacy. Mary Villareal of the Interfield Group said the team had coordinated with the fire marshal and that neighbors were generally satisfied with the changes; she added the developer will install night‑sky‑compliant lighting and adjust dumpster placement to reduce impacts on adjacent properties.
Commissioners asked questions about ground‑floor uses, parking quantity and privacy; staff said the project will provide on‑site parking and pedestrian enhancements and that legal review found no deed restrictions preventing the plat. With a motion and second, the commission approved the staff recommendation and granted the variance for the canopy subject to the CPC‑101 form conditions.
The project was presented as meeting the applicable standards after revisions and neighbor engagement; staff noted ongoing review during permitting for site‑specific infrastructure and public‑works conditions.
