Encampment council denies Conditional Use Permit for RV site in mobile home park

The Encampment council voted on Jan. 9 to deny a conditional-use permit application from Absaroka Owl, LLC (applicant Leland Bolleter) seeking to convert space in an existing mobile-home park to an RV site.

Mayor Shannon Fagan opened a public hearing; no members of the public offered testimony during the hearing. Planning Commission Chair and Councilman Steve Reichert told the council he had voted at the Planning Commission meeting to deny the permit because it did not fit the zoning ordinance; Councilwoman Susan Munson agreed. Reichert moved to deny the application on the basis that it violated existing ordinances; Munson seconded and the motion passed. The planning commission had recommended approval at its meeting by a split vote, and audience member Bob Herring told the council he believed the use had been in place prior to current rules. Applicant Leland Bolleter said he sought the change to help an individual (identified at the meeting as Stacy Wilder) assist aging parents; he also referenced an RV in town with electricity and sewer service but did not specify location or owner. The council noted no such permitted RV connections were known to staff and affirmed its duty to enforce zoning rules.

The council recorded the denial and noted a related proposed tap repurchase item would not proceed because the CUP was denied.
