Scott Brown, executive director of Winding Trails, presented follow-up plans for reconstruction of roadway and parking areas to address deteriorating pavement, improve camper drop‑off and circulation, add some parking and reduce drainage problems.
Brown said two portions of the project fall within regulated parameters; he estimated 11 regulated‑area trees would be removed and said the organization tries to minimize tree removals. Commissioners pressed on stump handling and erosion controls; Brown said stumps would typically be ground in place except where roots require removal, and staff recommended a combination of silt fence and straw wattle for erosion control. Chair Ed Stachin and town planner Bruce discussed the walk‑through staff performed and described the proposed areas of work.
Commissioners determined the activity to be nonsignificant and approved the application with conditions that the applicant coordinate closely with town staff, install and maintain erosion control measures in accordance with state guidelines, and minimize disturbance when removing stumps. The motion passed.
