The board adopted a resolution to qualify firms responding to the agency's request for qualifications for legal, engineering, planning and auditing services (the RFQ covers 07/01/2026–07/01/2027 pursuant to the fair‑and‑open process cited in the record). After qualification the board may issue contracts to selected firms; this qualifying resolution recorded one No vote during roll call.
As part of the consent agenda the agency awarded annual contracts for the agency attorney (Hoagland Longo Moran Dunst & Dukas LLP), agency engineer (Artheon, formerly CMA), agency planner (VMS Planning LLC) and agency auditor (Samuel Cline & Company LLP). Commissioners discussed modest rate changes for professional fees; staff noted rate increases of roughly 3–5 percent for engineering services and a $500 per‑month increase for the planner compared with the prior year.
