Cimarron council approves pay plan, easement and multiple contracts; tables personnel policy

Mayor Eloy Brazil presided over the Village of Cimarron Council meeting on Dec. 17, 2024, where members approved a pay plan, a utility easement and several contracts, and voted to publish notice for Ordinance 297 (cannabis). The council also tabled a personnel policy update and asked staff to seek legal guidance on how holiday weeks affect overtime calculations.
The council approved Resolution 2024-029, a pay plan that included added language allowing credit for “years of experience in the duties of the position they are hired for.” Councilors recorded the resolution’s approval as a 4-0 vote. Minutes list five councilors on roll call but the approvals throughout the minutes are recorded as 4-0; the minutes do not specify which member was absent or otherwise not included in those tallies.
In other business, the council approved a right-of-way utility easement between Kirk and Priscilla Davis and the Village. Councilors also approved a change order with Anchorbuilt that removes painting of the water-plant clarifier and renewed the water-operator contract for Leo Martinez through December 2025.
The council voted 3-1 to approve publication notice for Ordinance 297 (cannabis). Councilor Ernie LeDoux is recorded as voting no; the minutes record the 3-1 outcome but do not identify all individual yes votes in the text.
Fire Chief Cristobal Coca told the council the department had 32 calls this year and held its annual officer elections. He requested that the Village consider placing additional ash dumpsters at Lambert Hills and Mountain Meadows after reporting one dumpster fire and an increase in residents disposing of ashes. The council approved the purchase of Image Trend software for the Cimarron Fire Department, a program the chief said will track trainings, truck inspections and meetings, and confirmed the department’s newly elected officers.
Financial business included approval of the check report and deposit register covering Nov. 9 through Dec. 13, 2024. The council disapproved an RCI asset-inventory update for 2025 and agreed to revisit the matter next year. A proposed personnel policy update was tabled; Administrator Shawn Jeffrey said he would obtain a legal opinion about how to record hours toward overtime when a holiday falls during the workweek.
