Town staff reported the existing water-treatment facility is operational but many components are at or beyond their useful life and should be replaced on a priority-driven schedule.
Council directed staff to develop a Request for Qualifications (RFQ) to identify an engineering firm to lead a comprehensive Capital Improvements Plan for the water plant. Staff indicated that capital reserve funds are budgeted each year for equipment replacement and that potential rate increases, grants and loan options will be explored to fund a possible 2025 project.
Council asked staff to research how nearby towns financed similar projects; staff said they would inquire how Emerald Isle funded its new reverse-osmosis system and would return with options.
The council consensus authorized staff to begin RFQ work and to return with recommendations for engineering procurement and funding strategies.
