Martin County commissioners approve grant amendment, procurement policies, contracts and appointments

The Martin County Board of Commissioners on June 13 approved a set of administrative actions and contracts that the county said are part of recovery, safety and compliance work.
CDBG-DR grant amendment: County Manager David Bone reported the Division of Emergency Management asked Martin County to execute an amended Community Development Block Grant — Disaster Recovery (CDBG-DR) agreement that increases the program budget by $75,000, bringing total CDBG-DR funds for Hurricane Matthew recovery to $1,075,000. The program supports homeowner rehabilitation and reconstruction, mobile-home repair/replacement, temporary rental assistance, cost reimbursement for house repair and flood insurance help. The board approved the amendment unanimously.
Procurement and conflicts policies: To comply with the federal Uniform Guidance (2 C.F.R. Part 200) when federal funds are used, the board adopted a Uniform Guidance procurement policy and a Uniform Guidance conflict-of-interest policy. The procurement policy sets dollar thresholds and procedures (micro-purchase, small purchases, sealed bids, competitive proposals), documentation requirements, M/WBE outreach steps and oversight expectations. The conflict policy requires disclosure of potential conflicts and limits gifts and gratuities.
Contracts, bids and capital grants: The board awarded an informal bid to H & H Concrete Landscaping & Services for concrete removal and replacement at the Martin County Governmental Center courtyard ($31,700), and approved a single bid from Williams Fire Sprinkler Company, Inc. for a fire alarm system replacement ($33,599). The board accepted an NC 911 Board grant amendment that increased that grant by $880,878 for the construction of a new 9-1-1 communications center and approved a $96,000 airport AWOS site-preparation budget (no local match required). Budget amendments to fund rail-spur emergency repairs ($3,844) and other line-item adjustments were also approved.
Appointments and other approvals: The board reappointed Christie Blevins as Tax Collector and Kim Ross as Deputy Tax Collector (four-year terms), renewed five non-emergency ambulance franchises, approved the new road name "Dragonfly Lane" in the Bear Grass jurisdiction, accepted an amendment renaming the Albemarle-Tideland retirees' OPEB trust, and approved a revised Transit System Safety Plan section on key control and vehicles-out-of-service.
Board action: All of these items were approved by voice vote and recorded as unanimous in the meeting minutes. Several items were discussed as routine consent or staff recommendations; in a small number of cases formal motions and seconds were recorded on the minutes.
Next steps and context: County staff will execute grant agreements, oversee contract procurement and project implementation, and carry out the reporting required by funding agencies. The Board expects implementation reports and further procurement actions to return to the board as appropriate.
