Madison council adopts multiple ordinances including Rosedale field funding and pool membership rates; consent agenda approved
Summary
The borough council adopted Ordinance 7 (Rosedale Soccer Fields matching funds) and Ordinance 8 (municipal pool membership fees) and passed a block consent agenda (Resolutions R-79–R-95) that included contract awards and appointments; several affordable-housing and security-related ordinances were also introduced or adopted.
At the Feb. 23 virtual meeting, the Madison Borough Council advanced multiple ordinances and passed a broad consent agenda covering contracts, grants and appointments.
The council opened and adopted Ordinance 7-2025 (appropriating $20,000 from the General Capital Improvement Fund as matching funds for Rosedale Soccer Fields improvements). The mayor opened the hearing, there was no public comment, and the ordinance was moved by a council member and seconded. The roll-call vote was recorded as "yes" by all members present and the mayor declared Ordinance 7 adopted.
Ordinance 8-2025, establishing municipal pool membership fees as the borough takes over administration of the Madison Community Pool, was likewise opened, discussed briefly by council members and adopted by unanimous roll call. Council members described the fee structure as an experiment for 2026 intended to make the pool self-sustaining and said the committee considered multiple stakeholder perspectives.
The council introduced and voted on ordinances related to affordable-housing compliance (Ordinances 10–12) to update fees and establish overlay zones to meet Fair Housing Act obligations. These measures were moved, seconded and passed by roll call as part of the meeting's legislative agenda.
Ordinance 13-2026 (appropriating $200,000 for pool security cameras, card access and related items) was moved and adopted to make security upgrades at recreation facilities.
The consent agenda (Resolutions R-79 through R-95) was moved and passed as a block; items included: Green Acres funding increase toward the MRC purchase (up to $6,570,000), purchase authorizations (police motorcycles, utility vehicle), consultant-contract awards (water utility consulting, wayfinding signage), raffle approvals, temporary sign permits, and several construction contract awards (Shady Lawn Drive, multiple mill-and-overlay projects). The clerk read roll-call votes and each resolution was enacted by unanimous vote.
Roll-call votes were recorded for multiple items, with members responding in the clerk's sequence (Landrigan, Range, Harrell/Putis, Hannahan, Forte, Cohen). No recorded 'no' votes or abstentions were reported on the ordinances and the consent agenda.
Next steps: ordinances adopted as final will be published and filed as required by law; projects authorized on the consent agenda will proceed to contract execution and scheduling per department direction.
