Madison details road, water and park projects; engineering highlights Green Acres and DOT grants

Engineering director James Savage and assistant borough engineer Dennis Harrington presented a broad slate of public-construction work for 2026. They said several DOT grant-funded road projects were recently bid and awarded, including reconstruction and overlays for Shady Lawn Drive and sections of East Street, Dogwood and Harwood Streets.
"We also were awarded a grant for the mill and overlay of Spring Garden, Ashland, and Toth Place," Harris (Dennis Harrington) said, and noted those bids came in under the engineer's estimate.
Staff highlighted a major grant-backed Dodge Field project that cleared a Green Acres funding hurdle: the project secured approximately $525,000 in Green Acres support after restroom upgrades were made to meet grant requirements.
Water-system work includes a reconstruction of the Wellbee facility, installation of carbon-dioxide treatment that increased pumping capacity, and planning for PFOS removal including a pilot study and a detailed master plan, officials said.
Engineering also noted bike and pedestrian improvements, a multi-phase Memorial Park Trail, a Summerhill Park grant for design work, and continued MS4 stormwater compliance and watershed inventory updates required by the DEP.
Council members asked for timing of grandstand work at Dodge Field (construction delayed by winter weather) and pressed for follow-up on the Elmer lot parking study and options for addressing downtown parking constraints.
Next steps: engineering will continue grant applications, finalize designs and coordinate schedules with contractors and county partners; projects will be reported as milestones in upcoming council meetings.
