Lake Barcroft trustees review dam armoring progress as state and federal funding move forward

Trustees of the Lake Barcroft Water Improvement District on June 24 received an engineering update on the Lake Barcroft Dam embankment armoring and flood-mitigation project and were briefed on multiple grant and appropriation actions expected to fund the work.
Davis Grant, the LBWID representative, said he will meet with engineering firm WRA to review detailed engineering now about 50% complete and updated cost estimates. He added that GKY is supporting hydrology and hydraulics analysis as needed.
Meeting materials noted the Virginia General Assembly has agreed to appropriate $1,497,500 in the FY-2027 budget for the embankment project; that allotment still requires the governor’s approval. Separately, the Federal House Appropriations Committee approved $1,007,060 in DHS/FEMA Pre-Disaster Mitigation funding for the project, but the minutes and materials cautioned that the federal amount must still clear the House and Senate conference process and receive the president’s approval. Meeting documents also flagged that a continuing resolution in Congress could jeopardize inclusion of project funding in an omnibus spending package.
Trustees were also updated on grant-management timelines. The district’s DCR Dam Safety Grant is in its seventh quarter (April–June) and must be completed in calendar year 2026. The FEMA Hazard Mitigation grant review was delayed by FEMA’s partial shutdown, but the district expects an update now that the partial shutdown has ended; staff noted the district has a new DCR point of contact after Jake Shaw moved to another department.
The board reviewed project expense and funding materials but did not take a recorded vote or adopt new funding commitments at the meeting. Davis Grant and engineering teams will continue technical reviews and return to the trustees with updated cost estimates and schedule milestones.
Next steps: Davis Grant will meet with WRA to review 50% engineering progress and revised cost estimates; the district will monitor federal and state appropriation processes and return to the board with updates.
