Bismarck, N.D. — The Bismarck School Board conducted a public reading of BSR 4, the board policy that defines the superintendent's delegated authority, at its May 29 meeting and discussed how the policy frames the board's role and the superintendent's discretion.
The reading described the board's role in setting results and operational expectations and the superintendent's authority to interpret and implement those policies without seeking board approval on day-to-day decisions that fall within delegated authority. Board members praised the policy as a clear delineation of governance responsibilities.
"This really outlines coherent governance," board member Miss Peterson said, thanking the superintendent for communicating operational decisions and noting the advantage of clarity about delegated authority. Another member described BSR 4 as a "backbone" of coherent governance.
After discussion the board voted on how it found itself in relation to the policy; the board recorded a motion finding compliance with BSR 4.
The public reading and compliance finding complete the scheduled governance review for this item; no substantive changes to the policy were made at the meeting.
