Board finds OE 10 learning environment 'in compliance' after report showing modest survey gains and expanded supports

Bismarck, N.D. — The Bismarck School Board voted May 29 to find the OE 10 learning-environment report "in compliance" after a presentation from Danica Nelson, director of student support services, that highlighted small but measurable improvements in student-survey responses and systemwide supports.
"People at my school care for me," Nelson said, citing student-survey items that showed growth of roughly 2.5 to 3 percentage points in measures such as feeling welcomed, safe and valued. She told the board that elementary schools reached 80% or higher on positive-behavior supports and secondary schools showed gains (middle schools from 81% to 87%; high schools from 83% to 84%).
Nelson said the district has emphasized tiered supports, mental-health expansion, partnership with Midwest PBIS and training for new hires that has driven completion of seclusion/restraint training to about 99%.
Board members asked how the district is increasing middle-school engagement. Nelson described interventions including Sparks Groups (a 16-week trauma-informed intervention), Check and Connect mentoring and a process that allows buildings discretion to identify mentors and follow up with families.
The board also discussed Panorama, the district's data portal. Nelson said Panorama can surface students who do not otherwise appear in standard indicators and helps administrators review incident histories and interventions before making disciplinary determinations.
A board member moved that the board find OE 10 in compliance; the motion was seconded and passed on a roll-call vote.
What happens next: The administration will continue to refine tiered supports and use Panorama to target early interventions; the board will receive ongoing monitoring reports as part of the district's governance cycle.
