Council approved a not-to-exceed $299,041 agreement with HDR Incorporated to perform an interior drainage study intended to inform FEMA’s floodplain remapping of Moccasin Creek.
Staff explained the purpose: FEMA is moving to two-dimensional modeling and preliminary maps may not account for local storm sewer conveyance, detention basins and pump stations. The HDR study will build a 2D HEC‑RAS model using local lidar and survey data; Helms & Associates will perform survey work and provide elevations for inverts and manhole rims so HDR can model the underground network and how surcharging pipes would put water on the surface.
Council members probed scope and fiscal implications. Staff said the study would cover the area from the levee to the west edge of town (not the entire city) and emphasized that failing to provide the study could result in significant portions of the north side being mapped into the regulatory floodplain. Staff noted a prior budget entry of $150,000 and characterized the HDR contract as a not-to-exceed figure that might be increased by change order if necessary.
Timeline and logistics described in the meeting: local surveyors will gather field data during the survey season, modeling work will occur later in the year, and staff expects coordination with FEMA during the process. Council approved the contract and asked staff to track scope, change orders and budget implications.
