Caroline County urges designation as successor employer for detention facility VRS benefits

The Caroline County Board of Supervisors on June 9 adopted, as part of its consent agenda, a resolution urging that Caroline County be designated as the successor employer under the Virginia Retirement System (VRS) for Peumansend Creek Regional Jail (PCRJ) and Caroline Detention Facility (CDF) employees if necessary in the future.
The resolution recounts that the PCRJ ceased operations in June 2017 and that Caroline County temporarily agreed to serve as a pro‑rata successor employer along with other localities when the Caroline Detention Facility was later established. It notes VRS funding estimates from 2017 and 2025 indicating the PCRJ and CDF accounts were overfunded (VRS estimated PCRJ at 125% funding in 2017 and CDF at 144.79% as of June 30, 2025), and states that those funding levels suggest no negative financial impact to Caroline County if it again agrees to serve as successor employer in the future.
The resolution was adopted by the Board as part of the consent agenda and is intended to protect retirement benefits for former and current employees of the regional jail and detention facility should the contractual relationship to operate the facility change.
