Tioga approves more than $2.2 million in contractor payments, accepts change order and adopts 2025 budget

During its Oct. 7, 2024 meeting at Tioga City Hall, the City Commission approved a string of construction payments and related project changes and moved several routine items on the consent agenda.
Engineering reports from Josh Reiner (Moore Engineering) and an update from David Sting (FCI Construction) prompted votes on multiple pay applications and a trail change order. The commission approved Change Order #1 for the Tioga Dam Nature & Recreation Trail to allow use of millings from the landfill as base material. The body also approved Contractor's Application for Payment #3 for the North Main Street Reconstruction project for $1,285,456.03 and FCI Constructors' Application for Payment #2 for $786,251.70. Commissioners approved a Knife River proposal for asphalt patching in the amount of $167,100.
Separately, Commission President Brett Rieniets presented the proposed 2025 city budget; Commissioner Jaden Iverson moved to adopt the 2025 budget, a motion that passed on roll call. The commission also approved a Williams County 1% public-safety grant application to renew the police dash-camera system and approved a promotion and raise recommendation for Zachary Reising upon completion of his 90-day introductory period.
On the consent agenda the commission approved a planning and zoning application from NVN ND LLC, local charity permit applications from White Earth Valley Saddle Club (Turkey Bingo, Nov. 22, 2024) and the Tioga Fire Department (bingo and raffles, Nov. 9, 2024), payroll, pledge holdings from First State Bank and Trust and city financials.
