Tioga commission approves contractor payments, land sale, local grant and routine items

The Tioga City Commission on July 15 approved multiple payments to contractors, accepted a bid on city-owned land and authorized a local grant for a community event.
Engineer Josh Reiner of Moore Engineering told the commission the 3rd Street NW/N Hanson project was at substantial completion and presented Contractor’s Application for Payment #5 for $281,054.50; the commission approved the payment on a roll-call vote. Reiner also presented Application for Payment #1 for the N. Main Reconstruction project in the amount of $925,794.45; that payment was approved as well. Reiner recommended issuing an Article 14 Notice of Defective Work on Northeast Reconstruction Phase II and the commission voted to send the notice. The commission also directed staff to solicit local bids for a water tie-in on N. Benson Street.
The commission accepted a bid from Wagner & Sons for a parcel (Parcel ID 03-000-00-72-17-005) for $8,050 and approved a Tioga Fund application from the Tioga Area EDC to support an annual Drone Camp for up to $10,000, following the Tioga Fund Advisory Board’s recommendation. The commission approved a promotion and raise for an employee concluding a 90-day introductory period and approved a quote from FCI Construction Inc. for $2,462 plus labor to replace a damaged water-tower door and frame.
Deputy City Auditor Ronica Pederson presented the consent agenda—planning and zoning applications, pledge holdings for First State Bank & Trust as of June 28, payroll for July 5, the city’s bills for June and financials for June—which the commission approved.
All recorded motions on payments, the Tioga Fund application, the land sale and consent items passed by roll call; the meeting record lists the approving votes as Iverson, Sandberg and Dye. The commission adjourned at 8:36 p.m. The commission also noted a recommended $27,600 change order for N. Main related to watermain/service work; Reiner presented that change order recommendation but the minutes record it as a recommendation rather than a finalized appropriation.
The commission scheduled its next meeting for Aug. 5, 2024, at 7:00 p.m. at Tioga City Hall.
