Selectmen weigh Manahan Park survey, usage fees and Antrim access

The Hillsborough Board of Selectmen on July 23 reviewed several Manahan Park matters, including a recommended boundary survey, a Lions Club pavilion fee waiver request and a question from Antrim about resident boat access.
Town Administrator Laura Buono told the board that engineers working on the Manahan Park plan found inaccuracies in boundary lines that could reveal encroachments. Fieldstone Engineering, which prepared engineering plans, submitted a proposal to perform a formal survey for $13,460 and said it could complete the work within weeks. The board asked staff to request a quote and timeframe from Peter Mellen; if Mr. Mellen cannot meet the town’s timeframe or his cost is higher, Ms. Buono is authorized to move forward with Fieldstone.
On facility fees, Ms. Buono said the Lions Club requested a $100 waiver to use the park pavilion. Chairman James C. Bailey recommended the Selectmen conduct a detailed discussion about structuring usage fees and the board deferred action on the waiver to a future agenda.
Antrim officials asked whether their residents could use Manahan Park for free after reporting they lacked free access elsewhere. Ms. Buono said there is time to launch boats before the park opens and the board discussed a $4.00 per-person fee for boaters and the possibility of a flat seasonal fee; Selectman Richard Pelletier suggested considering a community flat fee but other board members preferred revisiting the issue at the end of summer.
No final fee policy was adopted at the meeting; staff were directed to seek clarification on light-pole repairs, gather cost quotes for the survey and return fee-policy recommendations at a future meeting.
