Palmyra board approves routine business, authorizes one-time utility penalty waiver and clarifies outdoor-watering meter rule

The Palmyra Board of Public Works met Nov. 6 in council chambers and approved its agenda, the Oct. 16 minutes and bills for the electric, water and sewer departments. President Ernie W. Boulware made the motion to approve the agenda, seconded by Gary Stuhlman; the minutes were approved on a motion by Tim Browning, seconded by Stuhlman; and bills were approved on a motion by Browning, seconded by Gerry Maas. On each item the motion carried on a call of “ayes and nays.”
During general business the board considered a utility account in which a resident had deducted sewer charges for filling a swimming pool. The board authorized a one-time removal of the penalty to secure the past-due payment; the minutes do not record a mover, seconder or a roll-call tally for that authorization.
Board members also discussed how to handle water used solely for outdoor watering. The board agreed that, to avoid sewer charges for outdoor irrigation, a customer must install a separate water meter and ensure the plumbing is configured correctly so the meter records only irrigation water. The minutes describe this as a department requirement rather than a retroactive credit; no fee schedule change or ordinance was recorded.
The board reviewed payroll reports for utility departments; no formal action on payroll was recorded in the minutes. The meeting concluded with a motion to adjourn at 6:00 p.m. The next meeting is scheduled for Wednesday, Nov. 19.
