Utilities committee presses GSI on retaining-wall overspray and records water-sampling guidance; Lift Station pay request approved

At the Dec. 8 Utilities Committee meeting reported to the council on Dec. 18, representatives of GSI, Andrea Troiano and Jace Schluckebier, answered questions about overspray and shotcrete applied during the North 2nd Street retaining-wall project. According to committee minutes, GSI acknowledged responsibility for overspray, the city billed GSI for city-crew cleanup time and materials, and Andrea Troiano said she would follow up about reimbursement and provide as-built plans for the project. Committee members discussed options for improving the wall’s appearance and Phase II landscaping.
Separately, Dan Wundrow of the Wisconsin Rural Water Association (WRWA) advised the committee regarding Second Street homeowners’ water complaints: because the municipal wells are the point of routine testing and homeowners receive the annual Consumer Confidence Report, WRWA recommended the city not conduct routine homeowner testing; if homeowners want private testing they should contact the health department and pay for it. Wundrow recommended that city staff member Bernie visually inspect any samples residents bring in and document time and date.
The council also approved Pay Request #3 for Lift Station 4 in the amount of $162,938.84 by roll call vote. The minutes do not record specific warranty or timeline commitments from GSI, nor do they include a written reimbursement schedule.
