Tinicum supervisors approve consent agenda, volunteer remote participation and several land and planning items

The Tinicum Township Board of Supervisors, meeting July 7, approved a package of routine and policy items, including financial reports, project authorizations and a new process to allow some volunteer committee members to participate remotely for good cause.
The board approved the consent agenda that included minutes from June 2; the treasurer’s report for May 2026; payroll for June 2026 of $67,730.27; and June disbursements (general fund $399,930.87; state fund $7,561.88; escrow $5,749.26). The consent agenda also authorized payment application #6 to Loftus Construction Inc. for $155,411.19 and change order #3 for $156,320.42 for Headquarters Road Bridge rehabilitation; staff clarified those bridge payments come from a dedicated Headquarters Road Bridge fund and do not use general township dollars.
On policy, the board voted to allow volunteers on the Parks & Recreation Committee, Land Preservation Committee, Historic Commission and Environmental Advisory Council to participate remotely upon a showing of good cause. Township counsel and staff cited Pennsylvania Sunshine Act guidance permitting telephone or video participation for 2nd class townships when remote participants can hear and be heard; the board clarified the physical meeting remains open to the public and remote participation counts toward a quorum provided contemporaneous audibility.
Other approved actions included:
- Appointment of Craig DeGroot to the Land Preservation Committee; the Chair noted DeGroot’s long volunteer service with the Tinicum Conservancy.
- Authorization to execute a stormwater facility maintenance and monitoring agreement for 84 Red Hill Road (TMP 44-011-089) that establishes a tree protection zone in lieu of a conventional stormwater facility for a small property improvement.
- Authorization and ratification to submit a Section 106 consulting‑party response regarding the county’s rehabilitation of Bridge #30 (Clay Ridge Road over Beaver Creek) to ensure preservation of historic character within the Ridge Valley Historic District.
- Authorization to re‑advertise a proposed zoning ordinance amendment adding a kennel definition, revising kennel regulations and incorporating recommendations from the Bucks County Planning Commission; solicitor explained re‑advertisement and another public hearing are required because the changes are substantial.
- Direction to the township manager to continue coordinating groundwater ordinance review meetings with the planning commission and township engineer, and to return with recommended dates for August–October.
All motions noted above were moved, seconded and carried during the meeting without recorded dissent; when specific roll‑call names were not provided, the board voiced unanimous “aye.” The board adjourned following supervisor remarks and community acknowledgments.
