The Hillsborough Water & Sewer Commissioners on March 12 reviewed operations and several capital-project items, deciding to schedule heavier work during regular hours, decline an equipment purchase, and press for contractor documentation on a sewer repair proposal.
Commissioners agreed it would be inappropriate for the old generator at the West Main Street pump station to be removed by a subcontractor after hours and directed that the removal be added to the list of projects to be completed during work hours. A request to purchase an electric chain fall to replace an older manual device was also declined; commissioners concluded the purchase was unnecessary.
On fleet configuration, the commission decided the heavy 'Decked' toolbox should be installed in the Ford F250 because of the volume and weight of tools carried for hydrant flushing and easement maintenance; Water Operator Alex Mellen will drive the F250, Paul Dutton will use the F150, and Cody Boisvert will continue to drive the F350.
ServePro removed equipment from the water and sewer office but no further repair work has been done; Administrator Penny Griffin has been unable to reach building maintenance employee Jeremy Oak for an updated plan and timeline. Commissioner Peter Mellen will contact Jeremy or speak with Laura Buono for an updated schedule.
Commissioners agreed that the separated sewer service at 211 West Main Street must be repaired this year. The minutes note that Vortex has not provided the requested warranty information for a proposed service-connection lining; Commissioner Dave Lewis will seek contractors who might excavate and repair the connection instead. Discussions will continue at a future meeting.
On a proposed joint road reconstruction project, Commissioner Dave Lewis explained that State Revolving Fund (SRF) engineering services require Qualifications-Based Selection (QBS), which selects engineering firms based on demonstrated competence rather than cost. He recommended tabling the project until the Town confirms it has reserved the Town's $88,000 portion for the initial design; water and sewer have each budgeted $44,000 in the 2026 budget for their design share. Commissioners said they plan to raise funding and SRF/QBS questions with the Selectmen at a tentative April 8 meeting.
The Commission reviewed and authorized 2026 AP Voucher #5 (Water = $28,995.06; Sewer = $22,796.52) and timecards. Commissioner Dave Lewis moved to adjourn; Commissioner Dana Clow seconded, and all voted in favor. The meeting adjourned at 9:00 p.m.
