Winthrop board directs policy committee to craft Title IX‑aligned policy after heated debate

An attorney who had advised the board in executive session recommended waiting to see how state and federal developments play out. Joel Stoughton, appearing by Zoom, said certain athletic decisions are also governed by MPA rules and that local programs must declare participation rules to remain eligible for tournaments.
After discussion, the board agreed to amend Tim's timeline and asked the policy committee to present draft language for first reading by the May 6 board meeting. Chair (name on file) called the final vote "unanimous." The motion’s recorded outcome requires the policy committee and administration to reconcile statutory constraints, MPA guidance and the board’s direction in the draft language.
The board did not adopt final policy language that night; instead it set the policy committee process and a deadline. Administrators said additional legal review and committee work would be needed because federal guidance, state law and local athletic rules can differ.
