Labette County commissioners approve routine records destruction, township appointments, hospital property sale and pay and equipment moves

At their Jan. 31 meeting the Labette County Board of Commissioners approved a package of routine administrative actions — including records destruction, two township clerk appointments, sale of the Katy Hospital property for $55,329, a shift-differential pay increase, a three-year Sparklight connection and authorization to apply for a High Risk Rural Road grant — and approved payroll and accounts payable.
The Labette County Board of Commissioners met Jan. 31 and approved a series of routine administrative actions affecting county operations, personnel and infrastructure.
Chairman Vincent B. Schibi called the session to order at 9 a.m. and the board unanimously approved the Jan. 27 minutes. Commissioners then authorized, at the county clerk's request, the destruction of specified payroll, election and accounts-payable records dated 2022 and earlier, including time cards and leave slips prior to 2020, payroll supporting documents prior to 2022, election materials and other categories listed by the clerk.
The board adopted two township-clerk appointments, naming Jay Sramek as Montana Township Clerk and Pam Baker as Hackberry Township Clerk, each to serve until replaced or reassigned. Both appointments passed by unanimous vote.
Commissioners approved the sale of the Katy Hospital property at 412 Katy Ave., Parsons, for $55,329, a conveyance handled on behalf of Labette County Medical Center. The board also approved a temporary road closure at 25,000 Road and Pratt Road North from 6 a.m. to 10 a.m. on May 24, 2025, for the Katy Days 5K event.
The board authorized a three-year Sparklight agreement to provide an additional connection to the Law Enforcement Building alongside the courthouse connection at a combined cost of $1,700 per month. Commissioners also approved a pay change increasing the hourly shift differential to $1.00 and the overtime shift differential to $1.50, effective with the February pay period. During discussion, Dispatch Director Brandy Scott, Sheriff Darren Eichinger and Public Works Director Sandy Krider raised the separate question of whether employees required to work on holidays should be paid at an overtime rate; that idea was discussed as a potential policy change to take effect with the July pay period but no motion on holiday pay was made.
Emergency Manager Charles Morse was authorized to attend grant-writing training at the Emergency Management Institute in Emmitsburg, Md., March 17–20. The board recessed twice during the meeting and briefly entered a 10-minute executive session for attorney-client consultation with County Counselor Brian K. Johnson and Sanitation Officer Charles Morse present; the session was described as attorney-client privileged consultation to protect the county's position in potential litigation or administrative proceedings.
On infrastructure and capital spending, the board authorized the chairman to sign an FFY 2025 High Risk Rural Road Project funding application to pave 3.5 miles of 24,000 Road (Gray Road to 24,500 Road) with a projected total cost of $292,986 and a local share of $56,298.60 if funded. Commissioners also approved the purchase of three public works trucks for $153,560 from the Special Machinery Fund.
Finance items approved included payroll checks and direct deposits totaling $380,538.31, Accounts Payable checks for 2024 totaling $4,102.46, and Accounts Payable checks for 2025 totaling $455,255.64. Finally, the board adopted Resolution No. 2025-17-A recognizing the Labette County Sheriff's authority to set inmate-housing rates at the county jail under Kansas law. The meeting adjourned at 11:21 a.m.; the next regular session is set for 9 a.m. Monday, Feb. 10, 2025.
