Franklin County accepts up to $685,000 in state road aid and applies for emergency bridge funding

Franklin County Fiscal Court on July 8 approved accepting up to $685,000 in Local Assistance Road Program (LARP) funding from the Kentucky Transportation Cabinet for three county road projects and authorized applying for emergency municipal and county road aid after a bridge repair bid exceeded earlier grant funds.
Belinda, a county staff presenter, told the court the county was awarded funding for three of five projects it applied for: Benson Valley Road ($172,374 award, $43,094 20% local match), Manley Leestown Road ($368,000 award, $92,000 match) and Colston Lane ($144,000 award, $36,000 match). She said the county’s total award is $685,000 and the required total local match is $171,094. Belinda said the match can be paid from cooperative road funds if the court chooses.
On a separate bridge project, Belinda said bids for the Farmers Lane bridge repair exceeded the earlier bridge-improvement grant by $101,183. Because the legislature did not provide additional CCVIP funds, the county will apply for emergency municipal and county road aid that can provide up to $100,000 with a required 20% local match. Belinda said that breakdown, if fully awarded, would be about $80,946 in state emergency funds and $20,237 in local funds.
Belinda said the contractor agreed to extend the low bid “for a reasonable amount of time,” and staff expected a decision from the Transportation Cabinet by the end of the following week. Squire Westman and other members pressed staff on record keeping for awarded projects and on what to do for projects that were not funded this cycle (Colesgrove Road and Onan Bend were not selected). Belinda said the LARP funding cycle had just reopened and the county can reapply.
The court approved both the LARP-acceptance resolution and the emergency-funding application by voice vote.
The vote and next steps: staff will provide documentation and photos to the Transportation Cabinet as required for reimbursement once work is completed, and the court will consider accepting funds or reallocating local funds depending on the cabinet’s decision. If emergency funds are not awarded, the court will discuss funding options at a future meeting.
